how do i re-varnish wicker/rattan chairs?

i have patio chairs that have a dark brown varnish on them. the back rest is all faded and is now like a light cream color. i want to refinish them. do i need to take off all of the varnish on other areas first, if so how, and what do i use to re-finish them? is it easier to repaint instead? thank you!
